Eligibility is narrowly aimed at exchange alumni. Applicants must be alumni of a qualifying U.S. government-funded or sponsored exchange program (as listed through the U.S. Department of State alumni exchange programs) or alumni of U.S. government-sponsored J-1 exchange programs. Proposals must come from teams of at least two alumni, and teams can include alumni from different exchange programs and even different countries. A key restriction is that U.S. citizen alumni are not allowed to submit proposals as applicants, although they can still participate as members of a project team. Applications must be submitted by individual exchange alumni or by alumni associations of U.S. government exchange alumni. Organizations such as non-profits, NGOs, think tanks, and academic institutions cannot apply in their own name, but they are allowed to participate as implementing partners supporting the alumni-led project.
