The Thailand - U.S. Embassy Julia Taft Fund for FY2022 is a discretionary U.S. government grant program run by U.S. Embassy Bangkok in coordination with the U.S. Department of State (Bureau of Population, Refugees, and Migration). The core purpose is to fill urgent, practical gaps in refugee and displacement-related assistance by funding quick-impact, time-limited projects implemented by local organizations in Thailand. Unlike long-running service programs, Taft Fund projects are meant to address one-time needs, targeted interventions, or urgent problems that are not already being covered by UNHCR, ICRC, other UN agencies, or other NGOs receiving U.S. government funding. A key eligibility rule is that at least 50 percent of the direct beneficiaries must be refugees, internally displaced persons, vulnerable migrants, and/or stateless persons. The program is not intended to broadly serve undocumented or illegal migrants in general.

Funding is relatively small and focused: awards can range from USD 5,000 to USD 25,000 per project, and the Embassy may fund multiple projects in FY2022 depending on available resources. While the announcement notes a combined per-country cap (up to USD 50,000 total across funded projects), each organization that is selected can receive a maximum of one grant, even if it submits multiple concept notes. The grant emphasizes accountability and results, so final proposals must include measurable results and indicators, and funded activities will be monitored by the Embassy. The Embassy may also publicize supported projects and request visible U.S. branding on materials (such as banners) and through social media or other outreach.

For FY2022, the Embassy highlights three priority angles and encourages proposals to include at least one of them. The first is support for newly displaced persons (a new emphasis for FY2022), specifically refugees, asylum seekers, and/or vulnerable migrants newly displaced into Thailand during calendar years 2021 or 2022. Examples include time-bound humanitarian assistance that meets immediate needs like food, shelter, sanitation and hygiene, and basic health support, including for hard-to-reach populations in border or urban settings. However, the Embassy is explicit that it will not consider proposals focused on assisting the nine refugee camps (temporary shelters) along the Thailand-Myanmar border, and it will also reject projects that duplicate existing UN or U.S.-funded assistance. The second priority is stateless persons (also new for FY2022), with an emphasis on practical efforts to resolve, reduce, or prevent statelessness, including advocacy and convening activities that can lead to concrete policy or legal improvements. The third priority is LGBTQI persons (new for FY2022), seeking innovative, protection-oriented assistance that improves equal access to services and supports durable solutions for LGBTQI asylum seekers, refugees, vulnerable migrants, and/or stateless persons. For this LGBTQI priority, the Embassy also notes that it will not fund proposals that are primarily research or needs assessments rather than direct assistance or solution-oriented action.

The application uses a two-phase process with firm deadlines and email-only submission. Phase 1 requires a short concept note in English capped at 400 words (with 2 to 3 paragraphs recommended). The concept note must briefly describe the organization and its goals, state the project objective and main activities, and provide an estimated budget request. Concept notes were due by 11:59pm Bangkok time on Monday, January 24, 2022, submitted by email to BnkRefugeeSection@state.gov with phone and email contact details included. After reviewing concept notes, the Embassy planned to notify selected applicants around Wednesday, January 26, 2022, inviting them to submit a Phase 2 full proposal. The full proposal (due by 11:59pm Bangkok time on Monday, February 14, 2022) requires a more detailed organizational background and track record, a project narrative explaining how activities will benefit the target community, a detailed budget, timeline, and clear goals and activities. Applicants are told to expect a confirmation of receipt by email, and to follow up if they do not receive it within 72 hours.

Eligibility and compliance requirements are specific. Submissions must come from a locally based community-based organization or NGO that is registered in Thailand (not from government officials or private individuals), already established and operating, and not simply made up of a single family group. Selected organizations must provide registration documents showing nonprofit status and authorization to operate in Thailand. Before an award can be made, organizations must also be registered in SAM.gov and have an active DUNS number or Unique Entity ID (UEI). Administrative or operating costs (like small stipends or rent) may be included, but they are expected to be a minor portion of the overall budget rather than the main purpose of the request. The Embassy also notes that proposals may be shared with other like-minded embassies in Bangkok for possible co-funding unless the applicant explicitly asks for the proposal not to be shared.

In terms of timing, the Embassy indicated it would aim to inform organizations of funding decisions in June or July 2022, with project activities expected to begin no later than September 30, 2022, and with funding subject to U.S. congressional appropriations and availability. The announcement also provides examples of previously funded project types to illustrate what tends to fit the program: assistance for stateless persons applying for legal status, legal aid clinics for asylum seekers, vocational training for refugees and asylum seekers, urban agriculture training, community centers serving refugee or asylum seeker populations, human rights education, and awareness-raising on legal options. All inquiries are directed to the Refugee and Migration Affairs Section at BnkRefugeeSection@state.gov, and applications must be submitted in English (not Thai), by email only (no postal submissions).
