Opportunity Information: Apply for LBN PAS 19 001
The Notice of Funding Opportunity (LBN PAS 19 001) is a small grants competition run by the U.S. Mission to Lebanon, specifically the Embassy's Public Diplomacy Section (PAS). It invites Lebanon-based individuals, groups (including alumni groups), and non-profit organizations (including nonprofits without U.S. 501(c)(3) status, plus private and other higher education institutions) to propose projects that advance U.S. Embassy Beirut public diplomacy goals. Projects must be implemented in Lebanon, and the Embassy signals a clear preference for activities that take place partly or entirely in underserved areas.
The grant focuses on four main program themes. First, it seeks projects that strengthen youth engagement in community development, meaning initiatives where young people play an active role in identifying needs, designing solutions, and contributing to tangible community outcomes. Second, it supports culture and the arts as practical tools to advance freedom of expression, deepen youth engagement, and/or create pathways to economic advancement (for example, arts-based training, creative entrepreneurship, or cultural programming linked to livelihoods). Third, it emphasizes freedom of speech, transparency, and democratic values, which can include civic education, public integrity efforts, participatory decision-making, and other activities that reinforce open discourse and accountable governance. Fourth, it encourages alumni engagement in community service initiatives, specifically targeting alumni of U.S. exchange programs; however, proposals that are mainly about alumni networking without a broader community service component are unlikely to be funded.
Several implementation guidelines shape what a competitive proposal should look like. Applicants can apply as individuals, but individual awards are expected to be no more than $10,000. Groups (such as a cohort of alumni) and non-profit organizations are expected to request between $25,000 and $50,000, with $50,000 listed as the award ceiling. There is some flexibility for smaller cultural activities: art festivals and one-day events (including workshops) may submit budgets below $25,000 if that is appropriate for the scope. Alumni-led proposals are encouraged to partner with existing active alumni organizations rather than operating in isolation. Across the board, applicants are expected to identify suitable partner institutions that can contribute expertise, guidance, and potentially cost-share, and the Embassy notes that community buy-in and cost-sharing (either cash or in-kind support) will strengthen an application.
The NOFO also makes sustainability a major evaluation factor. Proposals are judged not only on what they can deliver during the grant period, but also on whether the work can continue, scale, or keep reaching new audiences after the funding ends. Competitive projects are also expected to aim for broad reach and longer-term benefit, including targeting a large number of beneficiaries during and beyond the grant cycle, engaging youth from diverse backgrounds, and creating plans that foster collaboration and leadership across different groups of youth. Another preference is for projects that combine more than one theme (for instance, linking career planning with community service, connecting arts or music with academic achievement, or delivering technical skills for marginalized communities), with the Embassy explicitly inviting creative, cross-cutting approaches.
Language and visibility expectations are also built into the program design. Projects are expected to be conducted mainly or entirely in English, and applicants should explain how their programming will strengthen participants' English language acquisition. If a project cannot be implemented fully in English, the proposal needs to justify why and explain how language needs will be handled. In addition, successful grantees should be ready to share appropriate updates and materials about their activities on the Embassy's social media channels, suggesting that public communication and storytelling may be part of implementation.
On the funding side, the total funding pool is listed at $250,000, with an anticipated 5 to 10 awards. The performance period is described as 3 to 12 months, with a separate note indicating proposed programs should be completed in 24 months or less, so applicants should pay close attention to the specific timeline requirements and ensure their workplan fits within the permitted window. Funding comes from FY19 Smith-Mundt Public Diplomacy funds, and the anticipated start date is June 2019, with the standard caveat that awards depend on availability of funds. The opportunity is categorized as a discretionary grant issued by the Department of State, U.S. Mission to Lebanon, and the original application deadline listed is March 1, 2019.Apply for LBN PAS 19 001
